This is the OTHM member of the three safety diplomas on this site, and it differs from the two Qualifi awards in a way that matters before anything else: its entry requirements presume prior study of occupational safety. OTHM asks for a certificate or diploma covering the basic concepts of the field, and names as examples the NEBOSH National General Certificate, the British Safety Council's Level 3 certificates, the NCFE IOSH Level 3 certificate and the NCRQ Level 6 certificate, or alternatively at least two years' practical experience for mature applicants. It is, in other words, a second step, built on a first.

Ofqual lists the award at Level 6 under number 603/5002/7. The specification consulted for this page does not publish a credit total or Total Qualification Time in a form that could be verified, and it does not present its units in a form that could be reproduced as a table without guessing. Rather than estimate, the particulars and the structure section of this page show 'See specification', and the specification is linked. The figures will be published here once confirmed with OTHM and LSPM.

In substance the diploma addresses what the practitioner grades of the profession require: the design and leadership of a safety management system, the law and its regulators, risk assessment and control at organisational scale, incident investigation and learning, occupational health, and the promotion of a safety culture. It is the level at which a safety professional stops applying a system and starts owning one.

The unit sequence for this award will be published here once the specification's unit list has been confirmed. Practitioner-level safety programmes are usually taught by beginning with law and management principles, taking risk and hazard control units in the middle, and ending with culture, leadership and any research or project element, so that learners arrive at the strategic units with the technical ones behind them. Whether LSPM follows that pattern for this award is for LSPM to confirm.

AdmissionEntry requirements

OTHM sets the entry criteria; LSPM applies them. As published:2

LSPM applies OTHM's requirements as published. Applicants holding a NEBOSH General Certificate or one of the other named awards are admitted on the certificate. Applicants relying on the mature-learner route need at least two years' practical safety experience and must be able to show that they have covered the basic concepts the specification lists, which in practice means having worked with risk assessment, safety law and health and safety management systems in a real role, not merely having attended inductions. Applicants with a safety qualification not on OTHM's list should send its syllabus with their enquiry; many are acceptable as equivalents, and we can give an initial view before LSPM decides.

MethodHow you are assessed

As with all OTHM diplomas at this level, assessment is by written assignment against the awarding body's criteria, with no examinations. Assignments in practitioner-level safety programmes are built on the learner's own organisation where possible: a review of its safety management system against a recognised standard, a legal compliance analysis, a risk assessment programme for a defined hazard set, an incident investigation report and learning review, and a culture or leadership case with recommendations. Anonymisation of incident data is expected and enforced.

OTHM does not publish a Total Qualification Time for this award; the figures below use the -credit convention of ten hours per credit as a planning guide, not a promise.

AfterwardsProgression

Holders of this diploma most commonly seek two things: a membership grade of the Institution of Occupational Safety and Health, and a more senior safety role. IOSH decides its own accreditation of qualifications for membership grades and its experience requirements, and its list changes; this page does not restate it, and applicants should confirm with IOSH, quoting the Ofqual number, before enrolling on the strength of a membership outcome. Employers in construction, manufacturing, energy, logistics and facilities widely recognise a Level 6 safety diploma as the practitioner threshold.

A bachelor's top-up in occupational safety and health, or in a related environmental or risk field, is available at a number of universities and is a realistic destination for holders who want the degree; the subject match is exact and the Level 6 credit is what such programmes look for. The credit volume of this award, once confirmed, will bear on how a university maps it.

FitWho it suits, and who it does not

A good fit if you

  • hold a NEBOSH General Certificate or an equivalent Level 3 safety qualification and have been practising for some years;
  • prefer OTHM's published TQT and GLH framework and its established practitioner-level structure once confirmed;
  • aim at IOSH graduate or chartered membership and a safety manager or lead practitioner role.

A poor fit if you

  • have no prior safety qualification and less than two years' safety experience; the entry requirements presume both a first step and practice;
  • need the credit value and unit list confirmed before you commit; until they are published here, the Qualifi awards on this site are fully specified alternatives;
  • want a NEBOSH diploma specifically; this is an OTHM award and is not a NEBOSH qualification.

How does this compare with the Qualifi safety diplomas on this site?

Qualifi's Health and Safety Management diploma is 120 credits with six units and admits on a Level 5 award or business experience. Qualifi's Occupational Health and Safety Management diploma is 45 credits with four units. This OTHM award requires a prior safety qualification or experience and its credit value is as the specification states. Read all three pages.

Is this a NEBOSH qualification?

No. NEBOSH is a separate awarding body with its own certificates and diplomas. OTHM names the NEBOSH General Certificate as an acceptable entry qualification for this diploma, which is the extent of the connection.
